This position:
The Senior Legal Counsel serves as the principal legal advisor to the Social Security Board, providing authoritative legal guidance to the Board of Directors, Executive Management, and internal stakeholders. The role is responsible for safeguarding the legal integrity of the organisation by ensuring compliance with applicable laws, regulations, and governance frameworks.
This position leads the management of complex legal matters, including litigation, regulatory compliance, legislative drafting, and contract oversight. The Senior Legal Counsel also plays a critical role in shaping and strengthening the Board’s legal, regulatory, and policy framework, ensuring alignment with best practices and the laws of the Virgin Islands.
Essential Functions
- Provide senior-level legal advice, opinions, and interpretation to the Board, Director, and Executive Management.
- Lead the drafting of legal responses, pleadings, and formal opinions, ensuring accuracy and legal integrity.
- Conduct and oversee legal research on complex and emerging issues affecting social security and public administration.
- Represent the Board in court proceedings, negotiations, mediations, and high-level engagements.
- Prepare legal opinions, reports, and briefing papers for the Board and senior leadership.
- Advise on the interpretation and application of the Labour Code and other relevant legislation.
- Draft, review, and vet contracts and agreements, including employment, consultancy, construction, and commercial documents.
- Guide amendments to legislation, regulations, and internal policies, including matters related to National Health Insurance.
- Liaise with external legal counsel, government agencies, courts, and other stakeholders.
- Provide supervision, mentorship, and professional development support to Legal Counsel and Paralegal staff.
- Perform additional duties as assigned by the Director consistent with the scope of the role.
Requirements of the position:
A) Education
Required Education: Bachelor’s Degree  Preferred Education: Master’s Degree

Work Experience: 10+ years’ post-qualification experience in litigation and advisory work
Certifications/Licenses Required: Completion of Bar Professional Training. Admission to BVI Bar.                                                              Â
Knowledge/Skills/Abilities
- Demonstrated experience in litigation, legal advisory, and regulatory compliance
- Experience in public sector or statutory body (preferred)
- Experience in a senior or supervisory legal role is an asset
- Proficiency in legal research tools and Microsoft Office applications
- Comfortable in a fast-paced environment with frequent deadlines; high energy, self-motivated and proactive.
- Ability to manage issues requiring problem resolution and conflict management with excellent interpersonal and intervention skills.
- Excellent communication and interpersonal skills.
- Knowledge of business operations, including effective budget development and management processes.
- Attention to detail and commitment to excellence, demonstrated by the delivery of quality and timely outcomes.
