The Penalty Amnesty Programme allows you to set your record straight and grant you and your employees access to the benefits provided with Social Security and NHI.

Bring your account up to date and protect you and your employee’s access to employment benefits and healthcare. 

You’re eligible for our programme if you:

  • Have an active or formally delinquent account with Social Security or NHI, and
  • Owe surcharge fees prior to June 30th, 2026

Programme Date

The Penalty Amnesty Programme runs from July 1st to December 31st, 2026. The last date to take part in this programme is December 31st, 2026.

How the Penalty Amnesty Programme Works

Visit the Collections Department with all your documents and fill out the application form. 

The Social Security Board agrees to waive 100% of surcharges upon successful application.

You can pay the balance due or arrange a payment plan over a period of time.

The maximum allowable term for payment arrangements under the Programme is 5 years.

What is the Penalty Amnesty Programme?

The Penalty Amnesty Programme is a one-time opportunity available to eligible participants that waivers surcharge fees and penalties accrued due to lack of payment of contributions.

The Penalty Amnesty Programme begins on July 1st of 2026 and ends on December 31st of 2026.

The Penalty Amnesty Programme is open to all business owners, employers, self-employed persons, and voluntary contributors who owe an outstanding balance on their contributions.

Do I have to pay off my outstanding balance in one payment?

You’re expected to pay your regular contributions while also paying off your outstanding balance. Payment plans are only in place for your outstanding balance.

The Penalty Amnesty Programme is a one-time opportunity available to eligible participants that waivers surcharge fees and penalties accrued due to lack of payment of contributions.

Yes. You will need to pay at minimum 20% of what you owe. If you owe both Social Security and National Health Insurance contributions, you will need to pay 10% of each outstanding balance.
