The Social Security Board invites qualified and professional applicants to apply for the post of  Senior Investment Officer.

This position:

The Senior Investment Officer supports the Investment Manager in the analysis, execution, and ongoing management of the organisation’s local and overseas investment portfolios, including equities, fixed income, real estate, and other asset classes permitted under the Investment Policy Statement.  This position  supports the development, implementation and monitoring of investment strategies, conducts advanced financial and market analysis, provides senior-level reporting to the Investment Manager and supports the Investment Manager’s reporting to the Investment Committee. The Senior Investment Officer also directs and reviews the work of analysts, performs initial due diligence on local investments and counterparties, supports the Investment Manager on consultant-led manager due diligence, and plays a lead role in monitoring portfolio risk, performance, and compliance with the Social Security Act, applicable regulations, and the Board’s Investment Policy Statement.

Essential Functions

Portfolio Strategy Support

  • Assists the Investment Manager with the development, implementation, and periodic review of investment strategies for local and overseas portfolios, in alignment with the organisation’s Investment Policy Statement, risk tolerance, and long-term funding requirements.
  • Conducts in-depth analysis of asset allocation, market conditions, and economic trends, and recommends adjustments to optimise portfolio returns.
  • Assesses capital investment opportunities and projects through investment appraisal and financial analysis, including the development of cost recovery models and the performance of scenario and sensitivity analyses, to support decision-making in alignment with the Board’s policies and strategic objectives.
  • Supports asset-liability analysis and the Board’s response to periodic actuarial reviews, ensuring that investment recommendations reflect the long-term sustainability of the Board’s reserves.
  • Executes the purchase and sale of securities and other investment instruments in accordance with approved strategies, the Investment Policy Statement, and the limits of delegated authority.
  • Observes segregation of duties between trade execution and trade confirmation, settlement, and custodian reconciliation, in accordance with the Board’s internal control procedures.
  • Monitors and evaluates portfolio performance against established benchmarks; prepares comparative performance analyses, for review by, or in support of, the Investment Manager.
  • Evaluates and monitors the performance of external fund managers, brokers, and custodians, drawing on the external investment consultant’s reporting where relevant; provides the Investment Manager with assessments relative to the retention or termination of such relationships; contributes to the Investment Manager’s periodic evaluation of the external investment consultant.
  • Prepares detailed monthly and quarterly investment performance reports for review by the Investment Manager, and presents them, or sections of them to the Managing Director or the Investment Committee as directed by the Investment Manager.

Due Diligence & Risk Management

  • Leads initial due diligence on local investments, loans, financial institutions, and other counterparties outside the consultant’s scope, including on-site or virtual reviews as required, under the direction of the Investment Manager.
  • Assists the Investment Manager in reviewing the due diligence and monitoring reports of the Board’s external investment consultant on investment managers, including preparing summaries, following up on queries, and participating in manager searches and reviews as required.
  • Prepares findings and recommendations for review by the Investment Manager and approval by the Investment Committee.
  • Monitors compliance with the Social Security Act, applicable regulations, the Investment Policy Statement, and Board-approved limits, and promptly reports any breaches to the Investment Manager.
  • Evaluates and monitors investment and counterparty risk exposures while quantifying the progress and success of mitigation strategies.
  • Analyses proposed loan funding and local investment opportunities and prepares recommendations for review by the Investment Manager and submission to the Investment Committee for approval.
  • Develops a working knowledge of the business, finances, and funding requirements of local government-related entities, and actively identifies and develops local loan funding opportunities consistent with the Investment Policy Statement, for assessment and recommendation to the Investment Manager.
  • Monitors cash flow and ensures adequate liquidity is maintained to meet benefit payments, operating expenses, and other obligations in coordination with the Finance Department.

Supervision & Leadership

  • Assigns and reviews the investment work of analysts and, together with the Investment Manager, trains and mentors them supporting their professional development; supervises the Analyst in the Investment Manager’s absence.
  • Deputises for the Investment Manager as required, including representing the investment function at internal and external meetings.

Other

  • Keeps abreast of local and international economic, market, and regulatory developments, and advises management on their implications for the investment portfolio.
  • Contributes to the preparation of the annual investment budget, business plan, and annual report.
  • Prepares management information, briefing papers, and special reports as required.
  • Performs other duties or special projects as required or as assigned by a supervisor.

Requirements of the position:

A) Education

Required Education: Bachelor’s Degree   Preferred Education: Master’s Degree in Finance, Business Administration, or related field

                                                                                                                           PLUS

Work Experience: Minimum of 5 years’ experience in investment management, portfolio analysis, or a related field, including at least 2 years in a senior or lead capacity.

Certifications/Licenses Required: CFA (Chartered Financial Analyst) charter or substantial progress towards it (e.g. Level I or above), CAIA (Chartered Alternative Investment Analyst), or equivalent professional investment designation.                                                       

Knowledge/Skills/Abilities

  • Advanced knowledge of investment principles, asset classes, portfolio theory, and financial markets, both local and international.
  • Knowledge of pension or public fund investing and asset-liability management.
  • Familiarity with local government and government-related entities is an asset.
  • Strong analytical and quantitative skills, including proficiency in financial modelling, valuation, and performance measurement.
  • Demonstrated ability to lead, mentor, and develop junior staff, and to set clear expectations and priorities.
  • Sound judgment and the ability to exercise discretion in handling confidential and sensitive financial information.
  • Excellent written and verbal communication skills, including the ability to present complex financial information clearly to senior management and committees.
  • Strong negotiation and relationship-management skills with external fund managers, brokers, and financial institutions.
  • Able to manage competing priorities and deadlines; self-motivated and proactive.
  • High attention to detail and a strong commitment to accuracy, quality, and timeliness of work products.
  • Proficiency with Bloomberg or comparable market data platforms, investment management and portfolio analytic systems, and standard office software.
