The Social Security Board  invites qualified and professional applicants to apply for the post of  Social Security Board Director

The Director is responsible for the efficient and effective administration of the organization, its general operations, and the staff. The post holder shall be subject to the Social Security Act and associated regulations, Labour Code, Public Financial Management Act and Regulations and other policies of the Board. He or she will be responsible for developing and implementing policies and strategies to enable the VISSB to achieve its goals, ensuring compliance with all relevant industry and regulatory standards and in conjunction with the Board of Directors, ensure that the organization meets its mandate as set out in the act, and maintains financial viability and growth. 

Major Responsibilities

  • Ensures that a strategic plan for the organization is developed and presented to the Board of Directors for their approval and subsequently facilitate the implementation of the approved strategic plan.

  • Responsible for the general operational management of the VISSB and the coordination of all functional areas of the Organization daily.

  • Advises and recommends to the Board of Directors any policies, goals, and strategies to facilitate the operations of the organization and the achievement of organizational goals.

  • Develops and implements operational plans with the management teams to facilitate achievement of both short- and long-term corporate goals within the parameters of the approved strategic plan.

  • Ensures that the Board of Directors is updated on an ongoing basis with regards to the status of implementation of the strategic plans and initiatives of the Board and that any recommendations to facilitate the delivery or amendment of plans are submitted to the Board of Directors for their review.

  • Ensures the sound monitoring of the operations and plans of the VISSB by evaluating, commissioning, interpreting, and advising the Board based on prescribed control reports, financial statements, and performance reports instituting corrective action as appropriate.

  • Administers the Organization’s finances, ensuring optimum use of the resources and assets to achieve the objectives of the Board.  Collaborates with the Chief Financial Officer to prepare final budget submissions for the VISSB for presentation to the Board and ensure proper administration of the approved budget.

  • Analyses and appraises the Organization’s operations and reports ensuring the proper reporting of any risks, concerns, and ensuring proper advice to the Board of Directors regarding their mitigation or resolution.

  • Ensures the preparation and submission of the Annual Report to the Board of Directors in a timely manner that ensures compliance with statutory obligations.

  • Ensures that the organization’s policies are clearly and concisely communicated to all external and internal stakeholders on an ongoing and timely basis.

  • In consultation with the Investment Manager, and the Investment Committee ensures that all investments meet the objectives of the Board as laid out in the Investment Policy and Strategy of the Board. Ensures that the organization is fully compliant with all public fiscal management legislation, regulations, and any other industry standard fiscal management standards and guidelines.

  • Ensures that all contracts of the Board meet the objectives of the board and are compliant with any regulatory or other provisions.

  • Ensures the proper management of the Board’s human resources.

  • Ensures and protects the public image of the organization and ensures optimal public relations to facilitate the objectives of the organization.

  • In conjunction with the Chairperson and Corporate Secretary ensures the proper functioning of the work of the Board of Directors by ensuring proper and timely submission of papers, reports, and other documentation for consideration of the Board, attends Board meetings, and follow up on the implementation of all Board decisions reports on their progress.

  • Advises the Board of Directors on any legislative or regulatory amendments required for the optimal functioning of the VISSB.

  • Keeps abreast of local and international industry trends and advises the Board on matters related to any industry of regional economic advancement and opportunities for the VISSB. Represents the Organization regionally and internationally at seminars and conventions.

  • Performs other duties or special projects as required or as assigned by the Board.

Requirements of the position:

A) Education

Master’s degree in business administration, economics, public sector management or a related discipline. 

                                                                PLUS

Proven record of accomplishment and excellent performance and experience in a senior management position in a related field or discipline for at least 10 years.

B) Knowledge, Skills & Abilities

  • Expert knowledge of the Virgin Islands Social Security Ordinance, policies, and practices, and/or demonstrated competencies to efficiently learn.
  • Proven Leadership skills with the ability to lead and inspire multi-disciplined
  • Teams and to efficiently deliver strategic and operational objectives.
  • Excellent management competence with proven capacity to manage a large, diverse, and complex organization.
  • Excellent written and verbal communication and presentation skills.
  • Strong Problem Solving/Conflict Resolution and Interpersonal experience with the ability to solve problems, manage issues, and resolve conflicts.
  • Excellent business acumen with strong knowledge of finance, accounting, budgeting, administration, and business processes.
  • Excellent strategic planning, visionary, creative and innovative abilities.
  • Outstanding decision-making skills.
  • Strong knowledge of BVI economy, business environment and practices.
  • Sound knowledge of BVI medical and health sector.
