Chief Financial Officer

Ms. Lorie Freeman is the current Director of the Virgin Islands Social Security Board. She has over 25 years of managerial and leadership experience in the Financial Services and Legal industries, encompassing various management, accounting, and finance roles. She promotes financial security, economic stability, and intergenerational equity. Ms. Freeman is committed to ensuring that systems are well structured, effectively governed, and responsive to the evolving needs of their stakeholders. As Director, she emphasizes collaboration with team members and stakeholders, and her expertise in financial management, governance, and policy development informs her strategic approach to strengthening organizational effectiveness.
She has served in key leadership roles, including Deputy Director and Chief Financial Officer of the SSB. She works closely with the Board of Directors on developing policies, goals, and strategies and implementing plans for the future of the VISSB. Her tenure has been marked by a commitment to advancing operational efficiency and fiscal stability.
In addition to her responsibilities at the SSB, Ms. Freeman serves as a Titular Auditor of the International Social Security Association (ISSA) Control Commission, contributing to the oversight and governance functions of the Association at the international level.
Freeman holds a BA in Accounting from the University of the Virgin Islands. She also has a MSc in Accounting and Finance from Southern New Hampshire University. She is also certified in Anti-Money Laundering and Compliance from the International Compliance Association.

Mrs. Lecia Clercent is the Chief Finanical Officer at the Virgin Islands Social Security Board. She is responsible for leading both the SSB & NHI Finance teams. Through her leadership, Clercent ensures accurate and timely financial reporting. Her responsibilities also include payroll and pensions. As the Senior Accounting Manager, she is the primary audit liaison and liaison for banking associations.
Mrs. Clercent holds a BA in Accounting from the University of the Virgin Islands and is a Fellow of the Association of Chartered Certified Accountants (FCCA).

Information Technology Manager

Mrs. Linda Allen is the Benefits Manager at the Social Security Board. She has served the organization is since March 1986. Over her 35-year tenure she has been a Clerk Typist, Benefits Clerk, Information Officer, Executive Secretary, Contributions Supervisor and an Insurance Administrator.
She holds an associate degree in Business Administration from H. Lavity Stoutt Community College. Allen has an Executive Diploma in Social Security Management from the University of the West Indies. Allen is currently pursuing a master’s degree in Human Resources Management from Arden University.

Ms. Sonya Penn is the Collections Manager at the Virgin Islands Social Security Board. She is responsible for enforcing the provisions of the Social Security Act and Regulations with special emphasis on Defaulters. This includes managing and coordinating collections and surveillance of employers. Â
Ms. Penn holds a BS in Computer Information Systems with a minor in Business Administration from Bethune Cookman University in Florida, USA. Additionally, she has attained various certifications and training in Tourism, Financial Services, Customer Service, Entrepreneurship, Competency Based Education and Management.

Mr. Collin Scatliffe is the IT Manager of the Social Security Board. He is responsible for overseeing all IT programming, maintenance, and development. By developing and implementing all IT projects, he sets the future direction of technology in the organization.
Scatliffe holds a BSc in Information Technology from Quinnipiac University, Connecticut.

Mrs. Lisa McIntosh-Bobb is the Contributions Manager of the Social Security Board. She began her career at the SSB in July 1991 as an Accounts Clerk. Throughout her tenure at the organization, she worked as an Imaging Clerk, Contribution Clerk and Contributions Supervisor.Â
Mrs. McIntosh-Bobb has an Associates in Science from H. Lavity Stoutt Community College. She holds a BSc in Business Administration Management and a BSc in Business Administration Finance/Economics. McIntosh-Bobb has also received a certification in Financial Management from Missouri Southern State University.Â

Mr. Everette Frazer is the Investment Manager of the British Virgin Islands Social Security Board and is responsible for the management of local and overseas investment products; ensuring adequate liquidity to service debt and other cash flow requirements and advises on investment opportunities locally and overseas.
Mr. Frazer holds his Bachelor’s of Science Degree, with a major in Finance and a minor in Economics from Hampton University in Virginia, USA.

Mrs. Deborah Leslie is the Human Resources Manager of the Social Security Board. She is responsible for formulating and reviewing human resource management and administrative policies. Mrs. Leslie has over 20 years of experience in the HR field; both locally and in USA, with a specialty in healthcare. Â
Mrs. Leslie is a Microsoft Certified Professional and has an associate degree in Information Technology. She received her BSc in General Studies with a major in Human Resource Management and Communication from the University of Miami. She cements her tertiary education with an MA in human resources management from Florida International University.
Legal Council
Internal Auditor

Ms. Annjel Flax stands as the Executive Legal Counsel of the Social Security Board. She provides legal support to the executive staff, handles litigation and the drafting of legal documentation, amongst other official responsibilities.
Flax obtained her LLB from the University of Buckingham, UK. She completed her postgraduate at the College of Law, London.Â

Ms. Sonia George, the Internal Auditor, is responsible for providing independent assurance that the organization’s risk management, governance and internal control processes are operating effectively.
Prior to joining the Social Security Board, she held various positions in the financial services sector spanning a period of 26 years, of which included 7 years auditing regulated entities. Â
Ms. George holds a Bachelor of Science Degree in Accounting from DeVry University in Florida USA, an International Diploma in Governance, Risk & Compliance from the International Compliance Association in London, U.K., and a Certificate in International Trust Management from the Society of Trust & Estate Practitioners (STEP), U.K. She also holds various certificates in Anti-Money Laundering, Risk Management and Internal Controls.
